  • Following are some of the main points being discussed by the Eagle Point School District and its employees' union in contract negotiations:
    The district is proposing a three-year contract, as its has in the past, to extend through the 2013-14 school year, while the Eagle Point Education Association is requesting only a two-year contract, through 2012-13.
    The current contract offers the district the right to subcontract out jobs such as bus drivers and janitorial work provided it bargains with employees at the time, and provided it can prove the district will save more than in just employee wages.
    • District proposal: Keep the contract language the same, but guarantee it will not subcontract the jobs for the first two years.
    • Union proposal: Proposing a change to the contract ensuring that there would be no subcontracting for the duration of the agreement.
    The current contract offers elementary school teachers 11/2 hours of prep time per day, with 45 minutes guaranteed as time uninterrupted by meetings and conferences. Middle school and high school teachers are offered one class period per day (or one block period every two days for middle school teachers) as prep time.
    The current contract offers the district the right to increase student contact at the secondary level by up to six minutes per day.
    District proposal: The district originally proposed reducing prep time, but now says it only wants to reschedule prep time to occur at the end of the school day.
    In order to meet changing state requirements, the district also wants the right to add up to 35 minutes of student contact time to each day of classes, in addition to the six minutes already in the current contract, for a total of up to 41 more minutes.
    Union proposal: The employee union wants to keep current contract language, reserving elementary teachers 11/2 hours of prep time and ensuring that secondary school teachers' prep time remains the same and occurs during a regular period of the school day. The union also says the change in prep time and added classroom time is part of district plan to switch from seven periods a day to six, which teachers oppose.
    Insurance benefits
    The current contract offers full benefits for part-time employees.
    • District proposal: For employees who work seven hours per day or less, the district is proposing to offer them pro-rated insurance benefits at a level comparable to the amount of hours they work per day.
    • Union proposal: Keep current contract language the same, with full benefits for part-time employees.
    Salary
    • District proposal: The administration is offering a 1 percent increase in compensation for employees beginning with the 2013-14 school year. There are no increases for the current year or for 2012-13. The district says that by the end of the third year of its proposal, the average teacher's salary would be $58,000, plus benefits.
    • Union proposal: The current offer asks for a 1 percent increase in salary for the 2012-13 school year, a year sooner than the district is offering. The union says its members haven't had a cost of living increase in four years and the district's proposal would extend that to six years.
