    THE SISKIYOU SINGERS will present a holiday concert at 7:30 p.m. today and tomorrow, and at 3 p.m. Sunday, Dec. 15, at Southern Oregon University's Music Recital Hall in Ashland.     OUTDOOR ICE SKATING: The Ashland Rotary Centennial Ice Rink, 95 Winburn Way, is open through Sunday, Feb. 23, weather permitting.     HISTORIAN JEFF LALANDE will present a lecture, "Mining in Southern Oregon: A History of the Miners, Their Methods, and the Mining Era's Legacy in Our Region," at 6:30 p.m. at the Ashland library, 410 Siskiyou Blvd. Free, donations are encouraged.     WINTER FINE ARTS FESTIVAL: Ashland High Arts Advocates will host its annual fundraiser with a silent auction, raffle tickets, art exhibits and live music and theater, including choirs, bands, a percussion ensemble and orchestras. The auction, along with a cafe, begins at 5:30 p.m. and closes at the end of intermission. The show starts at 7 p.m. and runs about two hours with one 20-minute intermission at Mountain Avenue Theater, 201 S. Mountain Ave. Tickets cost $10 and are available at the door.
