  • About the article you did on the library district, are the new board members paid positions? If so, who appointed these people? Why couldn't the libraries run like they did before without a board? Sounds like someone maybe created positions. Weird.

    Tim, the new board of directors members of the Jackson County Library District are volunteers. They were chosen by voters who elected board members in the May election — the same election in which voters approved a new library district in the county.
    The libraries could have continued to run under the Jackson County government, but library supporters wanted a special district put on the ballot because of county library funding fluctuations. Libraries closed for six months in 2007, then reopened with limited services and hours.
    County officials predicted they could close again in the near future without a stable funding source.
    Updated county budget calculations this spring showed county funding was available to continue library operations at least through the fiscal year starting July 1, but voters still chose to approve a new library district.
    Under Oregon Law, a special district is governed by a board elected at the time the district measure is passed. The county cannot be the governing body of a special library district. A special library board is entirely independent of governance by the Jackson County Board of Commissioners.
