In 2006 Medford voters approved a $189 million bond issue for upgrades at all 18 district campuses.
However, as planning for the projects went forward, engineers determined that two elementary schools — Jackson and Roosevelt — were structurally unsafe and would need to be completely rebuilt at an unanticipated expense. Rising estimated construction costs at other schools also pushed past the original budget.
