Medford police on Monday arrested Soto on charges of first-degree theft, mail theft, three counts of credit card fraud, and one count of first-degree theft by receiving stolen property. Jail releases

' A total of 97 inmates were released last week from the Jackson County Jail to meet its court-ordered cap of 190 inmates. Of those, 13 were released before their scheduled court appearances, three were granted early release from a sentence and 81 were released for other reasons.
