Certified mortgage planner Brian Case now is regional sales manager for the Valley Mortgage Group at Willamette Valley Bank's Medford Home Loan Center, 331 Crater Lake Ave.

Case has been in the mortgage industry for nearly 15 years, most recently as an assistant vice president and retail sales manager at Bank of America in Medford from 2007 through 2011. He was among Bank of America's top 5 percent producers in the past two years. Before that he was with Washington Mutual for 11 years and ranked among the company's top 10 percent mortgage producers for eight years.

Case is a member of the Rogue Valley Association of Realtors' Legislative Committee, a Jackson County Home Builders Association member and board member for Helping Hands International.


Monica Santoyo-Morrison has been named finance director for the Southern Oregon Media Group, which publishes the Mail Tribune, Ashland Daily Tidings, The Nickel and associated websites and magazines.

Santoyo-Morrison previously was assistant controller for Musician's Friend in Medford for two years. Before moving to Southern Oregon, she worked for Nike as an accounting manager. She also has worked as a consultant with Robert Half Management Resources and in public accounting.

Santoyo-Morrison graduated with an accounting degree from the University of Guanajuato and earned a master's in business administration, or MBA, from Southern Oregon University. She is a former board member of the Portland-Guadalajara Sister City Association and is active with the Amigo Club, which focuses on the Ashland-Guanajuato Sister City relationship. She and her husband, Keith, live in Ashland with their son, Dylan.


Tom McDonald, a Rogue Federal Credit Union branch manager, has been elected president of the board of Consumer Credit Counseling Service of Southern Oregon.

Other officers for the coming year are: Vice president, John Blackhurst, a partner with the Hornecker, Cowling, Hassen & Heysell law firm; and secretary-treasurer, Rich Hieb, a retired executive with PremierWest Bancorp.

Consumer Credit Counseling Service is a nonprofit United Way Agency that provides free counseling and education in the areas of budgeting and money management.


Blake Epp has been named administrator at Hearthstone Nursing & Rehabilitation Center, which is operated by Pinnacle Healthcare. Epp oversees day-to-day operations of the facility.

Epp began working at Pinnacle as the assistant administrator at South Hills Rehabilitation Center in Eugene and as administrator of Lincoln City Rehabilitation Center. He worked as a certified nursing assistant for Umpqua Valley Nursing and Rehabilitation Center and was promoted to social services assistant and eventually became director of social services.

Epp earned a bachelor's degree in biology from Oregon State University.


Debbie Giuliani of Medford has been named a financial representative for Country Financial. She previously was a branch administrator and financial advisor with Morgan Stanley Smith Barney. She attended the University of Oregon.

Giuliani works out of the Country Financial office at 3501 Excel Drive, Suite 225, Medford.


Valerie Rinkle and Ben Smith have joined the board of Goodwill Industries of Southern Oregon. Rinkle is revenue cycle director at Asante Health System in Medford, a position she has held since 2002. She has more than 20 years of health care reimbursement experience and more than a decade in nationwide consulting on Medicare hospital and physician Part B payment systems and compliance.

Rinkle earned a bachelor's degree from the University of Tennessee and a master's degree from Indiana University. She is chapter president of Soroptimist International Rogue Valley Sunrise; is a member of the Healthcare Financing Management Association; and is co-chair of Armadillo Technical Institute Board of Directors.

Smith, chief financial officer at Fire Mountain Gems and Beads, has more than 20 years of financial and operational experience. He has served as vice president of accounting and controller at Musician's Friend; corporate vice president for finance and treasury at Harry & David; principal at Table Rock Advisors; and corporate controller at Jeld-Wen. Smith also is a board member of CASA of Jackson County.

He served in the 101st Airborne Division, and earned a bachelor's degree from the University of Tennessee and an MBA from Miami University of Ohio.
