Felony arrests

  • Theft — Michael Kenyon Frazier, 50, of Spokane Valley, Wash. Medford police Monday arrested Frazier on eight counts of first-degree aggravated theft and single counts of securities fraud, selling unregistered securities and selling securities without a license. Frazier was lodged Sunday in the Jackson County Jail, where he was being held Monday in lieu of $275,000 bail.
  • Sodomy — Jorge Garcia-Zarate, 24, of the 2000 block of East McAndrews Road, Medford. Medford police Monday arrested Garcia-Zarate on two counts each of first-degree sodomy and first-degree sexual abuse. He was lodged in the Jackson County Jail, where he was being held Monday in lieu of $4 million bail.
  • Sex-offender registration — Dennis Bruce Munoz II, 27, no address available. Medford police Monday arrested Munoz on charges of failing to register as a sex offender and failing to register on his birthday. He was lodged in the Jackson County Jail, where he was being held Monday without bail.
  • Sex-offender registration — Jay Cee Habager, 37, of the 3000 block of Sheraton Court, Medford. Medford police Monday arrested Habager on charges of failing to register as a sex offender, furnishing false information to police and three out-of-county warrants. He was lodged in the Jackson County Jail, where he was being held Monday without bail.
  • Drugs — Merlin E. Foster, 63, no address available. Medford police Monday arrested Foster on a charge of possession of methamphetamine. He was lodged in the Jackson County Jail, where he was being held Monday in lieu of $5,000 bail.

  • Theft — 3200 block of Hillcrest Road, Medford. Jackson County sheriff's deputies took a report at 9:50 a.m. of the theft of electrical wire valued at $1,500.
  • Theft — 300 block of Boardman Street, Medford. Medford police took a report at 7:11 a.m. of a break-in of a vehicle in which a window was broken and several items cumulatively valued at $820 were taken. Reported stolen was an "Explode" compact-disc player, 10-inch speakers and an amplifier.
