Two men arrested in drug dragnet

A multi-agency drug trafficking investigation that started in Jackson County led to the arrests of two men suspected of making weekly methamphetamine deliveries to dealers here, in Bend and possibly in Roseburg over the past year.

Investigators from Jackson County Narcotics Enforcement Team and the Drug Enforcement Administration arrested Daniel Zainez-Pena, 35, of Tillamook, and Juan Leonardo Garcia-Perez, 25, of Cloverdale, on charges of possession, distribution and manufacture of meth.

They were arrested May 1 in Roseburg when investigators found them with 6 ounces of meth and $2,000 suspected of having come from drug sales, a news release Friday said.

Both men were lodged in the Douglas County Jail, then U.S. Immigration and Customs Enforcement agents placed a hold on them because they are suspected of being in the country illegally.

Investigators also got a warrant and searched Zainez-Pena's home in Tillamook, seizing scales, packaging, powders that could be mixed with meth to dilute the drug, and $15,000 from suspected drug sales.

Sgt. Rick Valentine, JACNET supervisor, said local agents worked with informants to launch an investigation that lasted several months and collected information about the suspected movement of drugs into the Rogue Valley and elsewhere in Oregon.

Based on information from a variety of sources, investigators suspect that Zainez-Pena had delivered about 6 ounces of meth a week to street-level dealers in Jackson County for the past year. They suspect he provided a similar amount in Bend and might have also delivered the drug to Roseburg and other locations, Valentine said.

"This will slow a couple of people down for a little while until they find another source," he said, noting that stopping the flood of meth into the region is a constant job.

Investigators haven't confirmed where the drug originated, but the investigation is ongoing, he said.

Other agencies that worked on the case include the Douglas County Interagency Narcotics Team, Central Oregon Drug Enforcement Team, Tillamook Narcotics Team, Lincoln County Interagency Narcotics Team and special agents from Immigration and Customs Enforcement.
