Woman charged in Phoenix crash that killed pedestrian

A Salem woman faces felony charges following a Wednesday crash outside Phoenix that killed a 95-year-old pedestrian.

Regina Gwen Hayes, 43, faces charges of manslaughter, driving under the influence of intoxicants and failing to perform the duties of a driver to injured persons after she allegedly struck and killed a pedestrian with a pickup outside Phoenix city limits and fled the scene, according to Jackson County Circuit Court records and the Jackson County Sheriff’s Office.

The sheriff’s office said Hayes was behind the wheel of a white Chevrolet Silverado pickup at 5:07 p.m. Wednesday when Hayes allegedly struck Dorothy Ann Vickland, 95, of Thornton, Colorado, in the 1800 block of Houston Road.

Vickland was visiting relatives who live near the scene of the crash in the area of Houston and Calhoun roads, according to a press release from the sheriff’s office and court documents filed by the sheriff’s office. Vickland was pronounced dead at the scene of the crash.

Witnesses told police that Hayes initially pulled over to the shoulder of the road, but fled the scene a short time later, according to court documents filed by the sheriff’s office.

Police said they found Hayes within 90 minutes of the crash in an orchard in the 1300 block of Carpenter Hill Road, and Hayes allegedly had the smell of alcohol on her breath, according to the sheriff’s office and court documents.

Hayes was taken to Rogue Regional Medical Center for a blood draw Wednesday evening, and later blew .11 BAC at the jail at about 9 p.m.

She was booked in the Jackson County Jail Wednesday on $117,500 bail, and released as of Thursday afternoon, jail records showed.

Hayes is currently scheduled to make her initial court appearance Sept. 22 on felony charges of first- and second-degree manslaughter and failing to perform the duties of a driver, along with misdemeanor charges of driving under the influence of intoxicants.
