Looking for answers to 'Mystery Lady' sign

When my wife and I were quadding in the Onion Mountain vicinity in Josephine County, we came upon a handmade memorial sign. I looked up the name on a number of sites, including a public records review and Truthfinder, and could find nothing definitive. It was at the end of Forest Road 285. Perhaps you can help.

Ron, we, too, drew a blank in trying to track down any information related to the sign, which looks to be dedicated to Kathy R. (or possibly B.) Graham, based on your photo, which we've published here.

We checked in with those in the know with the Rogue River-Siskiyou National Forest, figuring maybe people who spend a lot of time out in those woods would have a clue. But they were also stumped as to any details about the sign.
