Governor to announce Thursday which counties can reopen on Friday

Oregon Gov. Kate Brown will hold a press conference at 10 a.m. Thursday to list the counties that get to enter phase one reopening on Friday.

Updates to sector-specific health and safety guidance that governs how different businesses can reopen or expand their operations will be posted Thursday at coronavirus.oregon.gov.
The governor's office is continuing to work with the Oregon Health Authority to update health and safety guidance for the reopening process, which will occur in three phases. Phase one will last at least 21 days as public health officials monitor impacts, including whether there is a spike in COVID-19 cases.
Last week, most counties submitted requests to reopen and tried to prove they meet seven criteria, including having adequate personal protective equipment like medical face masks, showing a decline in COVID-19 and having enough hospital bed capacity to meet a potential surge of cases.
Jackson County officials said they believe their application to the governor meets all the criteria for a phase one reopening.
Shopping malls will only be able to reopen if the counties they are in win phase one approval.
All retail stores, including ones that had to close under Brown's "Stay Home, Save Lives" order, will be able to reopen Friday statewide regardless of county if they can implement new safety measures, according to the governor's office.
Child care providers have been restricted to serving first responders, emergency workers, health care professionals and other essential personnel working outside the home.
Statewide on Friday, emergency child care will be expanded with new health and safety guidelines and will be available to families returning to work under Oregon's phased reopening plan, the governor's office announced Wednesday.
